An Ordinance to make provision for the Qualification and
Registration of Electors for the purposes of Municipal
Government in Hong Kong.
Be it enacted by the Governor of Hong Kong with the advice
and consent of the Legislative Council thereof, as follows:-
PART I
Short title.
Interpretation.
GENERAL
1. This Ordinance may be cited as the Municipal Electors
Ordinance, 194 •
2.
In this Ordinance, unless the context otherwise
requires,
(1) "Casual vacancy" means a vacancy caused by the seat

of a councillor becoming vacant otherwise than on the retirement
of the councillors together in the third year of their term of
office.
"Constituency" or "electoral area" means the Municipality
or an electoral division or ward thereof, as the case may be,
for which an election is to be or may be held.
"Council" means the Hong Kong Municipal Council established
under the Municipal Council Ordinance, 194
•
"Election" means an election of councillors for the Hong
Kong Municipal Council.
"Election agent" means a person lawfully appointed by a
candidate to be his agent for the purposes of an election.
"Elector" means a person entitled to vote at an election
of councillors for the Hong Kong Municipal Council.
"Municipality" means the Municipality as deliminated and
defined by or under the provisions of the Municipal Council
Ordinance, 194

"Register" means the register of electors prepared under
this Ordinance.
"Registration Officer" means a registration officer
appointed under this Ordinance.
